Dr. José Pedro Montero is the Second Secretary General of the Senate of Uruguay. He was born in Montevideo, Uruguay, on 8 March 1965. He completed his secondary school studies at San Juan Bautista College in Montevideo in 1983.

From 1984 until 1994 he studied at the University of the Republic, Law School. In 1994 he graduated as Doctor in Law and Social Sciences. In 1984 he was elected as President of the Electoral Board of Montevideo and he served in that office until February 2000. He participated as electoral observer in different Latin-American countries, such as Bolivia, Peru, Ecuador, Venezuela and Dominican Republic, among others.

In 2000 he was appointed as Joint-Secretary of the House of Representatives of Uruguay until 2005 when he was appointed as Secretary General. During these ten years of office in the Secretariat, Dr. Montero has participated in numerous national and international seminaries on legislative issues and information technology.

From March 2015, Dr. José Pedro Montero has been appointed as First Secretary General of the Senate of Uruguay.

He is married to Mrs. Rosina Gossweiler Ferreira and has two children.
